A FOIA request must reasonably describe the records sought so that the agency can determine precisely what records are being requested. This means that a professional employee of the agency who is familiar with the subject area of the request would be able to locate the record(s) with a reasonable amount of effort. General or broad requests do not meet the threshold of being reasonably described and will require more effort on the part of the government and the requester to narrow the search.
